Pregnant rape victim-a minor, awaits justice

Itanagar, Oct 29: A few days before the voting day, an FIR was filed against a central government employee for raping a minor girl at Daporijo, the district headquarter Upper Subansiri which was flashed by local media on October 8,2009. Later, SIB sources had informed that one of the Sector Officers, Hari Singh, the alleged rapist has been suspended since then.
The Victim is reportedly six months pregnant.
When The Sentinel Arunachal sought follow up information on the case today, Officer-In-Charge of Daporijo Police Station N. Kalita informed that investigations were on despite the delay due to electioneering.
“The charge-sheet is yet to be filed since the matter was reported six months after the incident. Nevertheless, Hari Singh is under judicial custody now,” he said.
The local guardian of the victim, Ms Sonam Mara told,” Bail pleas of Hari Singh was scheduled on 28th Oct, 2009 however hearing could not take place since Deputy Commissioner was unavailable.” Meanwhile, a person who identified himself as Hari Singh’s brother has reached Daporijo to attend the hearings.
Earlier on 09th October, 2009 The Sentinel Arunachal followed up the case with Chairperson, State Women’s Commission (SCW) which admitted its inability to pursue the case as neither the victim nor her relatives have approached the commission.
Thereafter, repeated attempts to contacts the Commission on the issue went in vain. According to experts, the reluctance of the commission to take up the case suo moto under the provisions of Section 10(1) of The National Commission for Women Act, 1990 is surprising.
More surprising is when the MLA–elect from Daporijo, Tapen Siga, expressed total ignorance of the rape case. He was literally caught off guard when enquired about the status of the rape case.
Reportedly, lack of attention of all concerned is due to the profile of the rape victim: She is the daughter of a milkman. And she is a non-tribal. Her community does not wield enough power or authority in the society.
Meanwhile the victim is dodging around with her pregnancy waiting for justice.

  1. Very disturbing news. This may encourage others and our local can be victims too. Public leaders and woman organization should come forward. Severe punishment should be given to the rapist so that no one dares to committ such crime.

  3. sad but that's reality for almost all female victims of violence. my doctor friends say rape cases are on the rise in itanagar and adjoining areas and the shocking part is most victims and perpetrators are local! the social fabric that made such heinous crimes unimaginable in tribal society is slowly ripping apart. and we have only ourselves to blame. as long as we see every issue on the lines of clan and tribe, no problem will ever find a meaningful solution.

  4. as I read your comments....another rape of minor has been reported in Itanagar police station...Here again, an APP constable is the rapist...victime is under-going treatement at Ramakrishna Hospital.. What do I say? Oops...
